Taxi License
Licensing for taxi operators is handled at the municipal level. Ride-hailing platforms may require a separate regulatory assessment depending on their business model and whether they operate licensed taxi vehicles or act only as intermediaries.
Taxi Licensing Is Local, Not National
Unlike freight and passenger transport licensing, taxi services in Albania are licensed primarily at the municipal level – the municipality where you intend to operate (Tirana being the largest and most closely regulated market) sets its own requirements, application process, and, in many cases, a cap on the total number of taxi licenses available. This means requirements genuinely differ by city, and the first practical question isn’t just eligibility – it’s whether a license is even available to apply for.
Albania For Business Sh.p.k. supports taxi and ride-hailing operators through municipal licensing – confirming availability, preparing the application, and coordinating the vehicle and driver compliance requirements that come with it.

Quotas & Availability
Municipalities may determine the organisation and number of taxi services within their jurisdiction. Any applicable quota or limitation should be verified directly with the relevant municipality.
Taxi Licenses vs. Ride-Hailing Platforms
Traditional dispatched taxi services and app-based ride-hailing platforms have historically sat in different – and evolving – regulatory positions in Albania, as in many markets adapting older taxi frameworks to newer platform-based models. Depending on your specific business model (operating your own licensed vehicles vs. connecting independent drivers through a platform), the applicable licensing requirements and your regulatory relationship with the municipality may differ meaningfully. This is an area where the regulatory position can shift, so we confirm the current treatment for your specific model rather than assuming an older framework still applies unchanged.
What the Regulator Requires
- Vehicle compliance – technical and registration requirements, taxi identification requirements established by the municipality, a functioning registered and sealed taximeter, and the applicable taxi registration plates.
- Driver eligibility – a valid Category D1 or D driving licence and a Taxi Driver Certificate (Dëshmi Taksisti) obtained after passing the DPSHTRR examination, together with any additional documentation required under applicable rules.
- Adequate insurance covering passenger carriage.
- Business registration and, where applicable, the vehicle’s registration against the specific license granted.
- Compliance with the specific municipality’s local requirements, which can differ from those of another Albanian city.

Fee Schedule – Additional & Ongoing Services
Beyond the fixed package above, the following services are priced individually. Your adviser confirms an exact quotation once your structure, nationality and banking preference are known.
| Service | Indicative Fee |
|---|---|
| Taxi license application – single vehicle (as above) | From €300 fixed service fee |
| Additional vehicle license (same fleet application) | from €150 / vehicle |
| Existing license transfer / acquisition support | quoted individually |
| Driver permit & background check support (per driver) | from €100 |
| Vehicle fit-out compliance check (meter, signage) | from €80 / vehicle |
| License renewal support | from €150 |
| Ride-hailing platform regulatory assessment | quoted individually |
If your plan involves multiple vehicles, quota availability is worth confirming before you buy or lease a single car, not after. Committing capital to a fleet on the assumption that licenses will simply be available when you’re ready is the most common way this specific plan goes wrong – a full quota in your target municipality can mean a meaningful wait, or a fundamentally different (and costlier) path through acquiring existing licenses.
