Two Different Activities, Two Different Regulators

“Forex” covers more than one regulated activity in Albania, and getting the category right matters before you apply. Operating a forex or CFD trading platform — accepting client funds and executing leveraged trades — is regulated as a financial services activity, generally licensed by Albania’s Financial Supervisory Authority (AFSA) as a non-bank financial institution. Physical currency exchange bureaus are a separate, more limited activity, licensed by the Bank of Albania. Applying under the wrong category, or assuming a currency exchange license covers trading activity, is one of the more common and costly mistakes we see.

An Albanian forex license authorises you to operate under Albania’s regulatory framework — it does not passport into the EU under MiFID or any equivalent regime, since Albania is not an EU member state. If your business plan depends on marketing to EU clients under a single license, an Albanian license alone will not achieve that, and a separate EU authorisation strategy needs to sit alongside it. This is worth resolving before, not after, you commit to the Albanian application.
